One request fans out to its targets. Each delivery is 1 credit — so a request to 3 targets is 3 credits, plus 1 per 64 KB (stored-file binaryToUrl deliveries bill 1 credit per 1 MiB instead). Deliveries that fail on our side aren’t charged.
